Directorate General of Quality Assurance (DGQA)

The Directorate General of Quality Assurance (DGQA) is under Deptt. Of Defence Production , Ministry of Defence. This organisation is more than hundred years old and provides Quality Assurance (QA) cover for the entire range of Arms, Ammunitions, Equipments and Stores supplied to Armed Forces. Apart from QA activities, the organisation is responsible for import substitution and associates with Defence Research and Development Organisation (DRDO) in the development projects. It also ensures Documentation, Codification and Standardisation Action for minimizing the variety of components / equipment. The other services rendered are promotion of small scale industries, Post procurement services, Defect Investigations and Technical Consultancy to the users, Ministry and the Production Agencies.


DGQA is also foraying into several exciting new Areas viz. facilitate grant of Intellectual Property Rights (IPRs) to innovation by anyone in field of Defence, establish world class test labs for Defence Testing especially in Defence Corridors, grant Third Party Inspection (TPI) accreditation to enable existing/new Defence manufacturers to outsource their inspection, grant Self Certification to established Defence Manufacturers, grant Green Channel Status (GCS) to firms with turnover beyond Rs 50 cr, and provide Certification to Potential Defence Exporters classifying their stores Fit for Indian Military use .

  • DGQA organisation has been structured to cater for varied and specialised product range on functional basis.
  • In order to carry out its functions efficiently and effectively, the Organisation is divided into12 Directorates: 10 Technical Directorates, Directorate of Administration and Directorate of Policy Planning and Training. Each Technical Directorate is responsible for a group of technologically distinct equipment.

DGQA/Vigilance Cell plays a key role in addressing various issues relating to Govt's drive against corruption as far as it relates to DGQA Organisation.

Functions

  • The routine functioning of DGQA/Vigilance Cell is guided by several policies, rules, guidelines, administrative work ethics and principle of natural justice. In that a host of activities are conducted and issues are addressed.
  • Taking immediate action on complaints regarding corrupt practices, misconduct, irregularities.
  • Initiation and processing of individual vigilance cases.
  • Dealing with revision/review of petitions, appeals and representations in vigilance cases.
  • Review of Rules/policies/guidelines in order to eliminate corruption.
  • Surprise/Vigilance Check Registers are periodically received and put up to DGQA with specific observations. In event of any irregularities, such things are resolved by taking remedial measures.
  • Feedback/inputs on queries raised by CVC during Annual Zonal Review Meeting with CVOs are provided to MOD on various aspects such as Public Procurement/works, e-procurement/e-payment, complaints, monthly reports, electronic file tracking system

Directorate of Spl DGQA staff and structural support to the personnel, financial and material management of DGQA.

Responsible for the Quality Assurance and Related Activities with Respect to Different types of Armaments and Connected Areas of: Weapons, Small Arms, Ammunition, Instruments (Optical & Opto- Electronics), AVA, Proof.

  • Quality Audit, Surveillance & Final Acceptance Inspection (FAI) of all Armt Stores manufactures by OFs & DPSU.
  • Evaluation of weapons System.
  • QA of Imported Armt Stores,PDI & JRI,Check Proof of ex - Import Armt Stores.
  • Defect / Accident Investigation.
  • Product Development / Improvement.
  • Introduction to Disposal of Armt stores.
  • Advice of Distruction of UNSV Armt Stores.
  • Breakdown of New Amn.
  • Preparation of Trg Aids of New Amn(Draft AMI / Hand outs).
  • Issue of Publication (including AMI).

The endeavor of this Directorate is to ensure as a second party Quality Assurer that adequate quality & reliability is built into the product by the supplier (First Party Quality Assuror). This would be by way of applying modern quality management tools in line with ISO 9000 guidelines. The Electronics Directorate deals with all electronic, Electrical, electromechanical, electrochemical and electro medical equipments/systems being supplied to armed forces.

  • Quality Audit surveillance & final acceptance inspection (FAI) of all electronics stores manufactured by OFs, DPSUs, Pvt. Industries & Foreign sources.

DQA(V) is responsible for Quality Assurance of 'A' & 'B' vehicles needed by Army besides providing service to users.

Functions

  • Quality Assurance, Quality, Audit, Surveillance & Final inspection of Vehicular stores produced by OFs, DPSU & Trade.
  • Evaluation/ Trails of Vehicles/Vehicular equipments
  • Quality Assurance of imported equipments i.e. PDI, JRI for Automotive portion/ Vehicles.
  • Defect Analysis/Investigation.
  • Awarding of self-certification & Vendor assessment.
  • Modification & improvement projects

Exercising QA authority and also erstwhile AHSP Providing QA coverage both at HVF/EF, AVADI and OF Medak for all Combat Vehicles and their variants and also defence equipment/stores manufactured at BEML, KGF. Guiding/directing, within the scope of the role of tech dte, on the work activities of estts of DGQA (CV) as under-

DQA (R&S) is responsible for QA of the entire range of Radars & Missiles equipment/stores required by Indian Army.

Functions

  • Quality Assurance of Missiles, all Radars, Integrated Systems, Simulators, Computer Systems, Unmanned Aerial Vehicles, Fuzes and Electronic Assembly of various control systems of Guns and Weapons.

To ensure that the entire range of Engineering Equipment, Fire fighting Equipment and NBC Protection Equipment used by Army and those stores of the Navy and Air Force for which DGQA is responsible, are of the specified quality and reliability to enhance the combat efficiency of the Armed Forces.

As one of the technical directorates of DGQA, DQA(M&E) Ichapur is looking after QA activities and provides technical and QA services to all Metallurgical & Explosive Stores manufactured at Ordnance Factories/ Defence PSUs/ PSUs Responsible for rendering efficient QA and Technical Services including Defect Investigation to the users Assists & participates in the developmental projects undertaken by DRDO/OFB Responsible for representing DGQA in all National/Departmental fora pertaining to Metals & Explosives.

Functions

  • Issuing Directives and providing Technical Guidelines to the Controllerates and resident SQAEs/QAEs of Met and ME establishments attached to Ordnance Factories
  • Represent DGQA in the various Technical Committees/ Bodies like Bureau of Indian Standards (BIS), Indian Institute of Metals (IIM), Directorate of Standardization, NABL,STEC, CFEES, DRDO etc.
  • Providing Technical Services to Users on subjects related to Metallurgy & Explosives

Stores discipline is responsible for Quality Assurance of all items of Textiles & Clothing, Chemical, Petroleum & General Stores.

Functions

  • Textiles including Heavy Textiles, Tentage Stores, Fabrics made out of Wool & Knitted items, Silk, Man-made Fabrics, etc.
  • Rubber items.
  • Footwear and Leather Stores.
  • Petroleum products: eg. Lubricants, Fuel and Preservatives for Army.
  • Drugs & Pharmaceuticals.
  • Paints, Vanishes, Chemicals and Chemical Stores such as Insecticides, Polishes, Soaps, Oils, Fats, etc. for Army .
  • All kinds of Heating, Lighting and Cooking equipments for use in field conditions.
  • Hand Tools.
  • Timber and Timber products for Army.
  • Paper and Paper products.
  • Abrasive, Plastic and Ceramics.
  • Barrack and Hospital equipments including Surgical and Medical instruments.
  • Specialised equipments required for Mountain Welfare and Aerial delivery.
  • Harness and Saddlery equipments.

DQA(WP) through its field units provides Quality Assurance cover for all types of marine 'Engineering' & 'Hull' machinery (including associated electrical/electronics equipment/control system) and spares being procured against Purchase order placed by Defence Shipyards, Naval Procurement Agenices and coast Guard, both for warship under construction and in commission.

  • Aprroval of Drawings for machinery and Spares ordered.
  • Approval of Quality Assurance Plans.
  • Inspection & Factory Acceptance Trials as per Approved QAPs.
  • Acceptance of Imported machinery /equipment/Stores.
  • Formulation of Master QAPs
  • Participation in TNCs/TECs, PNCs/CNCs and NLCs (both at IHQ,MOD(N) and commands)
  • Vendor Registration through Capacity Assessment for manufacturing and financial soundness and periodic renewal through Vendor Rating in a accordance with laid down procedure.

To undertake Quality Assurance for Electrical, Electronics & Weapon equipment and Naval Stores under procurement by Navy, Coast Guard and Shipyards. Except those being undertaken by DGNAI.

To introduce Indian Army, Indian Navy, Indian Air Force, DRDO, DGOF, SISI, Defence PSU and others to the field of Quality Management, Quality Assurance, latest Quality Management techniques, subjects concerning Skills to achieve the same. In addition seminars on Quality Management, Information Technology as well as sponsored courses are conducted by the Institute.

Functions

  • Plan and conduct foundation/orientation training for newly/inducted officers, as also to conduct training courses periodically to update the knowledge of officers/staff of DGQA organisation.
  • Guide the training schools run by Controllerates of Defence Quality Assurance Organisation.
  • Maintain active interaction and liaison with Indian and International Institutions and Organisations associated with training and quality assurance activities.
  • Undertake studies and consultation assignments for design, development and implementation quality systems in units manufacturing defence equipment.

Directorate of Administration provides staff and structural support to the personnel, financial and material management of DGQA. The Directorate issues policy directives on all administrative matters and coordinates the administrative activities of the Organisation
